Deliverable 3.1 of GreenVET4U was the flagship analytical output: a benchmarking analysis mapping European frameworks of reference to Uganda's green-jobs context and the project's curriculum building blocks. Aspire authored it. It is now published on EPALE, the European Commission's adult learning platform.
The six frameworks

- EQAVET: Quality Assurance in Vocational Education and Training
- EntreComp: the Entrepreneurship Competence Framework
- ECVET: the European Credit System for VET, and the route to portable green micro-credentials
- DigCompEdu: the Digital Competence Framework for Educators
Why benchmark at all
Because the alternative is importing a European framework wholesale and calling it capacity building. Mapping six frameworks against Uganda's actual VET ecosystem forces the question of which elements transfer, which need adaptation, and which do not belong.
ECVET matters most here. Without a credit system, a micro-credential is a certificate. With one, it is portable.
The building blocks it feeds
Six blocks structured the curriculum work: business-education partnerships, identifying green skills, green entrepreneurship, digital technologies in the curriculum, inclusion and diversity, and quality assurance and digital validation of competences. The benchmarking analysis is what connects each block to an established European reference point.
Policy context
The work aligns to Uganda's Green Growth Development Strategy, National Development Plan IV covering 2025/26 to 2029/30, and the TVET Bill 2024. Institutional reach on the project included KfW, GIZ, GOVET and former MEP Pierette Herzberger-Fofana.
